[Building Sakai] Citations Helper

Hi Fatima,

That page is definitely in need of an update :)

Jim Eng did a substantial refactor on the code for trunk and 2.9 and I did
some work on Oxford's behalf. In fact I still have some work outstanding
around allowing the picking of a file from resources as a citation. Jim's
work also cleaned up the interface and made it substantially easier to use,
so that should probably be documented in Confluence somewhat.

I'd ping Jim, initially ...
