[Building Sakai] NeoPortal dropdown issue

Hi all,

We've been analyzing and investigating in the method getPagesAndTools from the SiteEntityProvider class and trying to call method getPermittedPagesInOrder from PortalSiteHelperImpl class. Where do we reference the Portal object to pass into PortalSiteHelperImpl class? This is in reference to post "NeoPortal dropdown tools not honoring permissions" about JIRA SAK-22982.
