I think you are referring to the sakai_events and sakai_session tables. Its not a requirement to truncate, some do, others don't.  Some people swear by it for performance, other sites I have worked on have data back to 2007 without issue.

Do not empty the SST_ tables though, they are the aggregated data that sitestats uses. It shouldn't grow significantly large enough to worry about.
