[Building Sakai] setting up announcements template in Sakai 2.8.0

Its in the impl, at a minimum you'll need to adjust the resource bundle,
but if you want to change the structure you'll need to change the class.

Ideally this would be running via the emailtemplate service so that emails
can be more easily modified. Perhaps file a Jira for that functionality.
