[Building Sakai] Announcements Re-order

We can do that too - I wasn't sure if there was a reason why someone wanted it off by default. I'll update the ticket to indicate that we'll change the tool configuration to match the default.sakai.properties configuration and make the change next week unless someone raises any concerns.
