[Building Sakai] jforum and Sakai 2.9

we are running jforum 2.8.1 with 2.9.  I believe mostly we just had to
do some pom work.  You can look at our branch here:

We did have one rather annoying issue that came up this week.  Html
content was showing up in posts escaped instead of rendering, we added
the following to our upgrade scripts to resolve that:

update jforum_posts set enable_html = 0;
