[Building Sakai] Disabling Local User Accounts

Has anyone developed a process for disabling/deleting local accounts which would prevent the user from logging into Sakai.

Ideally we would like to disable (prevent a user from logging into Sakai) but if they are re-added to a site using their email address their existing account (and access to their content) is re-enabled with the same user_Id.

I did find several Jiras on this topic starting from https://jira.sakaiproject.org/browse/KNL-793 so I don't have high hopes, but any information you can provide is appreciated.
