[Building Sakai] Problem when adding non-official participants

Hi,
We're preparing to deploy our upgrade to Sakai 2.9.1, but are 
experiencing a bug with adding non-official participants where the 
validation code is never valid (the url in the email doesn't work - see 
SAK-23409 <https://jira.sakaiproject.org/browse/SAK-23409>).  Just 
wondering if anyone has resolved this issue anywhere else, as this 
functionality is used quite a bit here so this is a potential blocker 
for us.
