[Building Sakai] Sakai CLE 2.9.2-all created - please test

Ha I forgot I wrote those instructions, I was going to do this this weekend, thanks Neal!

The main thing is checking the versions match, especially w.r.t indies so cross checking 2.9.2 (normal)/master/pom.xml to the .externals
