[Building Sakai] Support for Group submissions in Assignments SAK-22282 not working as expected

Hi Brian,
it was discussed today a t the CLE Release Team call and a new jira has
been created: https://jira.sakaiproject.org/browse/SAK-23697 so the
disccussion can be moved to Jira.
