Lynn is correct. For IU, the sakai.siteinfo.xml tool is named "Site Setup", and the sakai.sitesetup.xml tool is called "Worksite Setup". Which, if found to be sort of interesting after review :)
I'm not 100% sure that this is in place in generic, but at IU when there is a need to change the name of a tool (or the site types the tool appears in), a copy of this edited file is now placed in overlay-deploy. Customizations are managed there instead of in the tool's xml file.
This allows IU to customize the tool name and a few other settings while leaving the original tool properties file (that is inside the tool itself) untouched, and therefore aligned with generic. It's a definite improvement over how previous installations were run because it avoids changes for something as basic as a name or description in an otherwise stock tool and helps with merges to stay up to date.
After considering this, and having asserted it is trivially easy to rename a tool, I see why some others would want a default rename. It's not a big issue either way, but if more institutions are changing the name than aren't, then I can see changing the default as a good idea. The complication is an agreement on what that default name should be. Else we run into the same situation all over again that the default gets changed, and many institutions still need to override it with a custom name.
Something to consider is that "settings" would not make much sense for many roles, IMHO. Students (and most other roles) are not able to change anything in that tool. An idea was mentioned that the display could depend on role, but I'm not sure how complicated that would be to pull off.

FWIW, Indiana calls the Site Info tool, Site Setup. And ironically, until the latest release, our name for the Page Order tool was Reorder Tools. We returned to Page Order in 2.9 to bring ourselves in line with generic.

IMO it makes sense to have a sensible default name for tools. And Site Info is not really representative of what the tool does so maybe it should change. Though it is possible to be overriden via tools.properties isnt it?

Why does renaming have to be in code? See, you have name "x" and then for internationalization, you have a way to specify replacement text based on locale.
This is the name of a tool. It really shouldn't be that hard to have a default, and then an easy override.
In short, no, I do not think any effort is worth spending on getting the entire Sakai community to agree on a name, unfortunately.

Site info has had an overhaul in trunk and looks great. It would be nice to drop page order and roll that functionality into site info. I actually disable the ability to add tools from page order since its duplication.

What a fantastic list. I too dream of consistency – I think a lot of inconsistency comes from the different page templating systems, Wicket, JSF, RSF etc. they all have their own calendar widget and so on.

+ Ass 1 vs Ass 2
We’ve thrown our lot in with Ass 1 and intend to port the handful of improvements that Ass 2 has over Ass 1 , whether we’ll have time is another matter. We are currently rewriting the Turnitin integration to use the new SDK.
+ Site Info – perhaps the name could differ on role Site Manage (for ‘staff’) Site Information (for ‘students’)
+ Page Oder – terrible name, I agree. The tool is also beset by problems and could do with an overhaul. If you use the Page Order tool, do you really need edit tools, isn’t all the edit Tools functionality covered by Page Order. Edit Tools could be dumped and replaced by an improved page order tool called “Tool Management”
+ Forums: “Too many tabs error” – I agree, how annoying!
