[Building Sakai] Rwiki ClassCastException on Tomcat startup

Hello,
I'm trying to get a new QA instance of our Sakai 2.9.1 installation 
running, but for some reason RWiki fails at Tomcat startup with an error 
about not being able to find null.xslt.
I've used the jar command to list the contents of 
sakai-rwiki-impl-2.9.1.jar, and it does contain the null.xslt in the 
folder specified by the error.

This resembles SAK-22210: Tomcat startup failure when using Oracle's jdk 
1.7 <https://jira.sakaiproject.org/browse/SAK-22210>, although we do 
have the patch to fix that issue, and we're still using jdk 1.6.

I've attached the stacktrace.  I'm just wondering if anyone has seen 
anything similar or have any suggestions.  I've gone so far as to 
literally copy the working tomcat instance from our integration server 
along with it's jdk1.6.0_20, and I'm still getting this error.  All the 
java opts are the same also.
