[Building Sakai] build install scripts renamed

You should  now use sakai-build|stage|deploy-2.9.sh. We had gotten to the point of having  different prefix for each, which is just silly, so the current ones are now all sakai-.

The build script is designed to work on garage. Please don't use it on tools. (If you have to build a new version from the pre-merge source to update the production before Aug-20, use old-build-2.9.sh on tools. I'm guessing that this is unlikely.)

On garage, maven is set up to use /garage/sakai-m2 rather than ~/.m2 for the repository. There's no reason to have each person who does a build have to get their own copy of the jar files. (And the default was in /root, which we don't  have much space for.)
