[Building Sakai] Use of Soft-Delete

Hi

Don't use the patches, merge in the commits. There are a number of other related jiras too, linked from that issue. It's complex and there are a lot of modules touched, just apply them in order. If you can attach a 2.9 full patch, that would be great.
