[Building Sakai] Using external javascript

Javascript is stripped out due to security concerns. This is configured in https://source.sakaiproject.org/svn//config/trunk/localization/bundles/src/bundle/org/sakaiproject/localization/bundle/content_type/formattedtext.properties
