[Building Sakai] Search tool question

When a user added Search tool to a site, it only indexes the contents 
that is added after tools is added to the site. User need to click 
'Rebuild Site Index' to index the older contents..
Is there a property that I can set so when a user add the 'Search tool' 
it indexes the old contents also?
We still want to have this property on so that it only index the sites 
that has search tool..
onlyIndexSearchToolSites at org.sakaiproject.search.api.SearchIndexBuilder=true
