[Building Sakai] all files forced to download from resources?

Hi all,

Has someone made a change, either inadvertently or on purpose, to make *all* files in Resources require a download? Any file I upload/create now gets downloaded before I can view it, including plain text files and images. Surely this is not the intended behaviour. This is on trunk, reproducible on nightly. And I have tried multiple browsers and computers.
