[Building Sakai] CSV File not getting parsed/read

Hi,

Can you ensure the file is a plain CSV file and not an Excel CSV. This
functionality needs to be fleshed out to support Excel formats since it is
pretty trivial to do so. There have also been some fixes in this area
recently, what version Sakai are you using?
