[Building Sakai] samigo bug: quiz qti import ignoring anonymous users release-to value

We've found a bug in Samigo's QTI quiz import wherein a quiz that was exported while released to Anonymous Users is instead released to the SITE when imported.

This appears to be a flaw in some new logic added to the import parsing in 2.9.

I've created SAM-2178 (https://jira.sakaiproject.org/browse/SAM-2178) to address this, and attached a patch for our local fix to it.
