[Building Sakai] Workspace not found: getting Site Not found

We, Claremont have a bit similar problem.

Claremont has 7 different campus and each campus admin can access its own
sites using campus_admin account (ex. admin_scr).

Problem is that we have 7 different default course site templates and each
campus admin has a maintain role for each course site template and can
access via url (https://sakai.claremont.edu/portal/site/!template.course.sc)
However, each campus admin cannot search this same site via Worksite Setup.

Each site template has two site participants: admin and campus_admin. Both
have maintain role.
Admin < Realm < /site/!template.course.sc has two user Id: admin_scr and
admin. It has five roles id: Auditor, Instructor, Student, Teachning
Assistant, and maintain.
admin account, which has the same maintain role, can both access and search
course site template.
Can anyone shed some light on this?
