[Building Sakai] New siteType and too many indies

Hi Francisco,

As of Kernel 1.3.0 (i.e. Sakai 2.9.0) you can override the tool registration file for each tool by putting a copy of the file in the sakai.home dir:

This means that all you need from the indies is their tool registration file and you can leave them as binaries.
