[Building Sakai] where do sakai reads local.properties

Hi Steve,

Thank you for reply, i will follow the process you specified it is good one
to provide security.

But i am curious to know how Local.properties file is called in Kernal, how
sakai is loading the parameters during start up.
i just want to know which java file call this local.properties
