[Building Sakai] New user registration behaviour

Hi Devs

Using the sakai.createuser tool on the gateway page for a demo site. I have
been instructed to do the following :

   1. Send an email alert to the support.email user specified in the
   sakai.properties file.
   2. Automatically assign the user to a site.

Is it possible to configure these options either via sakai.properties or
the tool itself or must the tools be modified to add these features?
