Add the sakai administrator ('admin') to the site as the 'owner' then remove all other undesired access.

Is there any way I can remove the restriction of "a course having one instructor at least" and "the creator of the site having the ability to edit site data, even if he is assigned read-only role"? This is needed for the purpose of freezing a site i.e. neither the creator nor any instructor should be able to edit any data of the course site once it's frozen.
