[Building Sakai] about tests & quizzes' multiple selection multiple correct

There is a new feature in trunk (2.10) which allows "all or nothing" for
multiple choices:  https://jira.sakaiproject.org/browse/SAM-1402

I was able to get this backported on our 2.8 branch (just make sure you get
all commits).
