[Building Sakai] Is old reskinning of CLE compatible with 2.9 releases ?

Something weird:

With the properties below, 1-4 behave as they always have and should. 5-9
simply do not pick the iconSkins.[n] values, defaulting to "default".

Is there some other setting that I am forgetting? Or are the properties
below bungled somehow? This is in trunk.
