[Building Sakai] NeoChat for production use?

I did some performance testing on it for 2.9.0 and I didn't find issues, 
I think the confluence page needs qualifying too, but not completely 
remove the warning.
This feature (neochat) increases the number of requests sent to sakai, 
so this needs a warning, but not a fatal message that will scare people.
Its also important to have people using the feature.
