[Building Sakai] Sakai and turnitin Integration - major development

There are two Assignments tools for Moodle: one that does TII and one that
doesn't. It's confusing and a source of constant complaint from our Moodle
devs. It's good that we have a direct integration into one tool; an LTI
tool would just break the workflow, IMHO.
