[Building Sakai] attachments in the forum tool

Hi,

I'm looking for a property or other switch to turn off the use of
attachments is a post in the forum tool system wide in Sakai 2.9.x
instance. Searching through the notes and sakai.properties etc but I can't
find an option. Is it possible to turn to use attachments in forums off ?
