[Building Sakai] Dashboard bug DASH-252 / Internationalization

Hi,

just created https://jira.sakaiproject.org/browse/DASH-252

The bug prevents events from resources with I18N characters from being processed when using MySQL.
Example: Uploading a resource into a folder that has a "ö" in its name like "Musterlösung".

Fix is to change dashboard's entity_ref columns to varchar(255) character set utf-8. I'll write a patch for trunk now.
