[Building Sakai] How to load a file from sakai folder

Hello,

In a Sakai installation we will have users from many organizations, so I 
have created an additional 'organization' field for users (that is saved 
in user preferences). It is working fine, but we would like to fix the 
possible values using a dropdown menu. So, I am thinking on a file in 
the sakai folder in Tomcat's root folder containing the list of valid 
organization names but, how can I address that folder that is not 
dependent on its actual location in the file system?

Now, as I plan to use XML to encode the list of organizations in the 
file, I am wondering whether there is any preferred way to handle an XML 
file in Sakai.
