[Building Sakai] aspell spellchecker.jsp pain and suffering

I would say it is fine, so long as if its unavailable it doesn't cause any issues. And any license around it is fine also.

A previous install I worked on actually used the aspell jsp option in fck but upgraded to ck some time ago.
