[Building Sakai] Web Content tool to open in new windows for https

Ah, I didn't notice that SAK-23841 also fixed the https issue for web
content. It was the 6th bullet point down on the commit log and there are
way too many messages on that JIRA to read. ;)

I think most people tuned out after the 3rd bullet point.
