[Building Sakai] Sakai In Arabic

Hi Sama,

     This jira could be useful too.

     It lets you display Sakai in the orientation corresponding with the 
choosen locale. (i.e. when a user choose arabic as locale then he will 
see everything displayed from right to left)
     Right now you have to change to RTL sakai skin in order to display 
Sakai from right to left,
     the other skins are displayed from left to right no matter the 
locale you choose.
