[Building Sakai] [sakai-pmc] PROPOSAL: svn cleanup

Yea without fixed revisions those old externals will break. I think that
would mostly involve hybrid, was and pure-poms. At least updating the
2.8.x, 2.9.x and latest tag would probably be a good idea.
