[Building Sakai] Translating Sakai

Hi all,

I'm working on customizing sakai and have to translate it to Arabic
Language,
So I changed the default language to ar and skin to rtl and changed some
content of Html pages of Portal.

It worked but not every thing has translated.

So, I need to know how to translate the rest of sakai ? and what files to
change in ?
