[Building Sakai] Sakai 2.9.2 and later Web Content Tool

There's certainly been thought about it. Emily at Rutgers started a thread
last month on the sakai-user list, I'm not sure what kind of response that
got. It's just a lot of dev time to standardize interfaces written in
different frameworks by different groups. There's probably some areas that
would have higher priority than others.
