I'm noticing in the problem tools, I'm commenting out the caret repo.  The dep it is looking for can be obtained from http://source.sakaiproject.org/maven2/  So I think by doing this (making sure that repo is used) builds work for us again.

I'm going a bit off of memory here, but I seem to remember that it was because the rsf artifacts were built with a pom that referenced that repo.  So, when we point at those rsf artifacts, it still processes it's pom trying to contact that bad repo.

I don't think that repository has been reliable, available or necessary for any builds for over a year. Which tool were you having problems building? It probably just needs it's repositories section updated somewhere.
