[Building Sakai] special characters in titles and short descriptions when using antisamy

If you have Forums with special characters in the titles and or short
descriptions with antisamy on please take a look at:
https://jira.sakaiproject.org/browse/MSGCNTR-822

AntiSamy cleans html input like it should but when JSF escapes it (which is
what it always did) your input is escaped twice making it a bit unsightly!

The patch looks at whether you are using antisamy or not and has JSF
turning off or on escaping respectively.
