[Building Sakai] Hide a tool for some groups/sections

You could probably do this with a fairly minor modification to the portal.
Store some configuration somwhere, ie as a site/page/tool property perhaps,
then when the portal renders the nav list, check that config. The portal
knows the user and the context, so if you need to do some more lookups,
just check there.
