[Building Sakai] New Feature: Assignment Peer Review SAK-23812

Thanks for the feedback.  I've committed this to trunk.

One last question:

Should this feature only be available through a Sakai.Property, which is
current set to False by default?  Should I set it to "True" by default or
just remove it?
