[Building Sakai] Announcements email notifications

[Sam Ottenhoff]

smtp.enabled controls Sakai's embedded James SMTP server that is
responsible for receiving and digesting emails destined for the Email
Archive tool.

If you want to disable all outgoing email from Sakai:

testMode at org.sakaiproject.email.api.EmailService=true
