[Building Sakai] Timeout dialog in 2.9.x neoportal

We are trying to get the timeout dialog working in 2.9's neoportal skin.

I've found SAK-23482 and applied that, but it doesn't seem to fix the root issue.  I'm seeing in FF's error console:

Error: TypeError: timeoutDialogFragment is undefined
