[Building Sakai] Something about the characterset of database

You might have more luck asking your oracle account manager for help on this.
Sakai will assume the database has proper utf8 encoding. Things won't
work properly (i.e. foreign characters will be encoded incorrectly and
content will be corrupted when edited multiple times) if it does not.
