[Building Sakai] property that controls site title editing permission in 2.8.0

We have a JIRA (https://jira.sakaiproject.org/browse/SAK-23469) which describes the flawed implementation of titleEditableSiteType with a proposal that we deprecate that property in favor of a titleNotEditableSiteType property.

Fixing the bug described by SAK-23469 (that's been there for years) would be a non-backward compatible change (for those that don't change the default property). Changing the implementation to instead use a titleNotEditableSiteType property would not be backward compatible either (for those that do change the default property). 

If anyone is using the titleEditableSiteType property - can you please respond to this list?
