[Building Sakai] property that controls site title editing permission in 2.8.0

Hi David,

The permission that will allow editing site titles is site.upd.  You will
also need to add titleEditableSiteType in sakai.properties for the site
types where you want to enable title editing:

titleEditableSiteType.count=2
titleEditableSiteType.1=course
titleEditableSiteType.2=project
