[Building Sakai] Nightly builds down

I just reverse merged both of the changes on SAK-22976.

I'd consider this nice to have for 2.9.2, but looks like it needs a little
work as changing these pom names moves the wars around to the wrong
locations, and it still started up for me because I test on a completely
clean directory. I don't have time at the moment to fix this correctly, so
I'll just leave it open.
