[Building Sakai] enabling zip upload/download in Resources

I thought it did get into CLE 2.9.0 and had been QA tested. But maybe it is only on trunk?

In KNL-273 , the merge flag is not set, and I don't see the merge into 2.9.x on the Subversion tab, though the fix version is set to 1.3.0 (which corresponds to CLE 2.9.0)
