[Building Sakai] enabling zip upload/download in Resources

Hello,
I'm sorry if this is really basic, but I can't seem to get this to work.

I'm trying to look at this 2.9 functionality after some brutally slow webdav issues around dropbox.

I'm running 2.9 from my Mac 10.7.5 and before I started it up, changed sakai.properties so that the following was set to true.

#content.zip.enabled
#content.zip.expand.enabled 
#content.zip.compress.enabled

However, I still see no options around zip when I go into Resources. Any help is appreciated, I'm sure I'll be embarrassed.
