There are properties you can set in sakai.properties which control the notifications:

All notifications:
turnitin.sendnotifications=true/false

Only account notifications:
turnitin.sendAccountNotifications=true/false

Only submission notifications:
turnitin.sendSubmissionNotifications=true/false
